Some more tinkering on the website

I think i've finally got the upper title portion working and looking the way I want. Several changes were necessary, one was the "floating" search bar. It's now gone and replaced by a search link on the main nav bar.<br />

I've also dumped the News Feeds forum as this newer version does not use the feed function in the same way. I've replaced it with a feed from the NRA-ILA which you will find at the bottom of the page.<br />
