Digital ID and Affidivit for non-resident applicants

I'm not sure why they are requiring an affidavit from non-residents, but I'm wondering about the 1st line on the affidavit form:<br />

The undersigned, ____________________________________, being first duly sworn upon oath, states as follows: <br />

I have had documents notarized at a local bank in the past. As I understood it, getting a document notarized meant that the Notary had confirmed the identity of the signer - not the validity or accuracy of the document itself, just that it's really John Doe signing "[font=comic sans ms,cursive]John Doe[/font]" on the document.<br />
<br />
Does a Notary have the authority to administer an oath to the signer? I don't recall being sworn in by the Notary when I had papers notarized in the past. Do I need to take a judge with me when I get the affidavit notarized?<br />
